Ready For Change, Behavioral Health Services Act

On July 1st, 2026, the Los Angeles Department of Mental Health announced its plan for transitioning to the Behavioral Health Services Act. This change was voter-approved in 2024 under Proposition 1, and designates three primary buckets of funding:

  • Housing and Operating Subsidies, including licensed Residential Treatment
  • Full-Service Partnerships (FSP), for all-ages intensive care
  • Behavioral Health Services and Supports, including early intervention, crisis care, and outpatient services

The Department of Mental Health is placing an emphasis on continuity of care for clients, and plans a gradual transition to ensure that no client loses services.
